In 2009, VSC partnered with Intralot Inc. to provide management and oversight for the On-Line Lottery Gaming System operations for the Office of Lottery and Gaming (OLG). VSC has assembled a world-class staff with proven lottery expertise in the areas of Marketing, Field Service, Call Center, Product Development, Gaming Research, Central Gaming System Operations & Management, and end-to-end Sports Wagering and related services.

Emmanuel Bailey Executive Chairman

 

Mr. Bailey and his partners completed a 10-year contract with the District of Columbia for Central System and Operations Management of the Lottery. In 2019, Mr. Bailey’s firm and Intralot was awarded the nation’s first GSE Sports Wagering and Lottery Systems contract valued at up to $430 million over the potential ten-year term. Mr. Bailey is the only minority operator of a State Lottery Central Gaming System in the $87 Billion U.S. GSE Lottery and in the GSE Sports Wagering industry. In 2020, the North American Association of State and Provincial Lotteries (NASPL) recognized Mr. Bailey with the Powers Award, its highest industry award.

Mr. Bailey is a seasoned, experienced executive with over 25 years combined experience in Finance and Banking, Secondary Mortgage Finance, Human Resources, Information Technology, and Lottery & Gaming Systems Management. Before co-founding DC09, LLC in 2009, Mr. Bailey served as Chief Diversity Officer and Vice President of Human Resources for FannieMae. Mr. Bailey held multiple business and line positions over a 15-year career.

Before joining FannieMae, Mr. Bailey was a Banking Officer for a $2 Billion Regional Bank. Mr. Bailey began his career at IBM.

Mr. Bailey is passionate and committed to improving the lives of children in the U.S. and around the World. Mr. Bailey currently serves on the Board of Directors of the Greater Washington Urban League, is a past Executive Board Committee Member of the Greater Washington Boys & Girls Club of America, and is the past Chairman of the Board of Directors for the Kevin Durant Charity Foundation -founded by NBA All-Star and MVP, Kevin Durant.

Mr. Bailey holds a B.A. from Eastern Kentucky University and an Executive MBA from the University of Maryland Robert H. Smith School of Business. Mr. Bailey is a native of Washington, D.C., and currently resides in the Washington, D.C. metropolitan area.

William Smith General Manager

William Smith serves as the General Manager for Vital Services Contractors (VSC). He is responsible for managing and maintaining the firm’s day-to-day business activities and operations, including Marketing, Field Service, Call Center & Information Technology functions. William manages the District of Columbia Lottery contract, overall book-of-business of $250m and Central Gaming System as well as customer/client related services (VSC serves as a subcontractor of Intralot, Inc). With 15 years in the Lottery Gaming industry, William is also responsible to help maintain the profit and loss budget management and helped to integrate Cashless (Credit/Debit card) purchases for the Lottery’s traditional and Sports Betting applications in both Ohio as well as the District of Columbia.

William has an extensive background in QA processing & Management and his most recent role prior to serving as VSC General Manager, was serving as Intralots QA Manager for the largest Lottery contract company wide, overseeing all software quality/verification for the Ohio Lottery providing quality software to a retailer Network of 10,000 + retailers as well as 12,000 terminals in the field. This includes but is not limited to the following: Mobile applications, Lottery Terminal software, Cashless devices, Peripheral devices, Retailer Websites, TLS Security, Load testing, Volume testing & Automation testing. William has successfully helped with the launch of multiple jurisdictions Lottery projects, including Arkansas, British Columbia, District of Columbia, Illinois, Ohio, New Hampshire & Vermont. This experience has led William to become a Subject Matter Expert on various products offered in the Lottery Gaming Industry, which include Coin Operated Amusement Machines (COAM), Video Lottery Terminals (VLT), Self-Service Terminals (SST) & Point of Sale Terminals (POS).

Vassilis Hadjidiakos Chief Financial Officer

Mr. Hadjidiakos is a seasoned financial manager with over 30 years of experience leading key finance and accounting functions for international businesses. Over his career, he has demonstrated the ability to establish clear, comprehensive processes and controls that facilitate profitability, reporting, auditing, and cost control. He has a proven history of improving efficiency, productivity, and risk management through process improvements and the implementation of financial information systems. Mr. Hadjidiakos is adept at uniting cross-cultural teams behind common goals by promoting communication and cooperation in a positive work environment.

Previously, Mr. Hadjidiakos was the Vice President and Chief Financial Officer of Intralot Inc.. He was responsible for the implementation and management of all accounting/financial functions, including general accounting, financial reporting, and audits consistent with US GAAP and IFRS.

Kelly Allen, PMP Sr. Technical Delivery Manager

Kelly Allen is a Project Management Certified Professional with over 13 years of IT management experience supporting both the private & public sector. Kelly has experience reporting on $900 million-dollar IT program budgets, Risk Management and Analysis, and incorporating the Technology Business Management (TBM) model promoting alignment between Information Technology (IT), Finance, and Business Unit leaders and categorizing and reporting IT costs and other metrics.

Kelly is certified as a Project Management Professional, Lean Practioner, Scrum Master, and Power BI Pro. Kelly earned her Bachelors of Science degree in Pure and Applied Mathematics from Howard University, and her Masters in Business Administration with a concentration in Project Management from Louisiana State University at Shreveport (LSUS).

Damian Mouton Retail Marketing Manager

Damian is a proven project manager with over sixteen years of experience in marketing, commercial and residential facilities management, and operations management. He brings strong analytical and organizational skills and comprehensive working knowledge of all codes and regulations.

In addition to strong productive oral and written communication skills, excellent interpersonal skills, and computer literacy, he brings broad experience in word processing , identifying, analyzing, and resolving complete problems associated with general facilities and operation support services implementation.

Mrs. Dodson Boast 6 years of experience in HR and an impressive 20 years in project management. With a strong background in non-profit settings, she excels in payroll management and overseeing the administrative operations of intricate organizations. Her skill set extends to providing financial document support, resolving conflicts through mediation, and managing benefits administration. Lorita holds a Bachelor of Science degree in Business Management from Southeastern University and is currently working towards obtaining her SHRM Certification to further enhance her professional qualifications.
