Our Founder
Emmanuel Bailey
Chairman and Chief Executive Officer
Mr. Bailey is the Chairman and Chief Executive Officer of Vital Services Contractors (VSC).
Mr. Bailey and his partners successfully completed a 10-year contract with the District of Columbia for Central System and Operations Management of the Lottery. In 2019, Mr. Bailey’s firm, as subcontractor to Intralot, was awarded the nation’s first GSE Sports Wagering and Lottery Systems contract valued up to $430 million over the potential ten-year term. Mr. Bailey is the only minority operator of a State Lottery Central System in the $87 Billion U.S. GSE Lottery and in the GSE Sports Wagering industry. In 2020, the North American Association of State and Provincial Lotteries (NASPL) recognized Mr. Bailey with its Powers Award.
Mr. Bailey is a seasoned, experienced executive with over 25 years combined experience in Finance & Banking, Secondary Mortgage Finance, Human Resources, Information Technology, and Lottery & Gaming Systems Management. Prior to co-founding DC09LLC in 2009, Mr. Bailey served as Chief Diversity Officer and Vice President of Human Resources for Fanniemae. Mr. Bailey held multiple business and line positions over a 15-year career. Prior to joining Fanniemae, Mr. Bailey was a Banking Officer for a $2 Billion Regional Bank. Mr. Bailey began his career at IBM.
Since 2007, the companies that Mr. Bailey has founded, acquired, and/or partnered with have generated nearly $100 Million dollars in combined gross revenues, providing contracting services in the Private and Public Sectors.
Mr. Bailey is passionate and committed to improving the lives of Children in the U.S. and around the World. Mr. Bailey currently serves on the Board of Directors of the Greater Washington Urban League, is a past Executive Board Committee Member of the Greater Washington Boys & Girls Club of America, and is the past Chairman of the Board of Directors for the Kevin Durant Charity Foundation, founded by NBA All-Star and MVP Kevin Durant. Mr. Bailey holds a B.A. from Eastern Kentucky University and an Executive MBA from the University of Maryland Robert H. Smith School of Business. Mr. Bailey is a native of Washington, D.C., and currently resides in the Washington metropolitan region.
Vassilis Hadjidiakos
Chief Financial Officer
Vassilis Hadjidiakos is a Financial Manager with a 30-year track record in overseeing finance and accounting operations for global companies. Throughout his career, he has excelled in establishing effective processes and controls to enhance profitability, reporting accuracy, auditing procedures, and cost management. With a deep understanding of regulatory compliance standards, Mr. Hadjidiakos has consistently driven efficiency, productivity, and risk mitigation through process enhancements and the implementation of financial systems. Known for his skill in fostering collaboration among diverse teams, he promotes communication and cooperation to achieve shared objectives in a harmonious workplace environment.
In his previous role as Vice President and Chief Financial Officer at Intralot, Mr. Hadjidiakos led the execution and supervision of all financial and accounting activities, including general accounting, financial reporting, and audits, in alignment with US GAAP and IFRS standards. He ensured adherence to regulatory requirements, implemented robust internal controls, and managed payroll and tax compliance effectively to leverage tax benefits. Mr. Hadjidiakos also played a key role in developing profitability reports, creating annual budgets, and supporting pricing strategies for business proposals.
Stephen Beck
Senior Vice President, Gaming and Lottery Operations, MD
Steve is the Senior Vice President for Vital Services Contractors. Steve entered the lottery world in 1995 with Dittler Brothers, an Instant and Commercial printing company in GA. He was an Internal Auditor for Commercial Games. In 1996, he joined Scientific Games International as Internal Audit Manager where he managed a staff of 4 to audit all games printed at the Alpharetta plant. 2 years later, Steve moved to operations with SGI handling the GA account. He handled the warehouse along with Picking and Packing, shipping and receiving of tickets, working closely with the GA lottery Director and her staff. Steve then moved to system online operations with SGI. He traveled doing conversions with contracts SGI won from other vendors and he started the South Carolina Lottery along with the Tennessee Lottery. He then went to work for the SC Lottery for 3 years. Steve then accepted a job as GM with Intralot on the SC account. With Intralot Steve converted 7 different lotteries and started the Arkansas lottery setting a record for the fastest start up in the history of US lotteries. Along with the DC lottery conversion, Steve was involved in depth with the introduction of sports betting. This included the PAM, the app, the CRM and accounting. Over 16 years with Intralot, he took on many functions and job titles (GM, Regional Director, VP of Business Development and Regional Vice President).
Steve is also a United States Navy Veteran serving from 1982 -1986 and was Honorably Discharge.
Christine Brooks-Cropper
Director of Strategic Initiatives and Operations
Christine Brooks-Cropper is an experienced strategic management executive currently working for VSC in the gaming, lottery, sports betting and IT business industries. In addition, Christine serves as the President and CEO of the DC Fashion Foundation (DCFF), a managing partner of JCR Consulting LLC, and Freelance Producer for Monumental Sports and Entertainment for NBA and NHL. Prior to her entrepreneurial endeavors, Christine spearheaded the formation of the Commission on Fashion Arts and Events in DC Government with the message that fashion is an asset to economic development and served as Chairman for Mayor Gray and Mayor Bowser from 2013 to 2017. Through her work at DC Government under Mayor Anthony Williams, Program Manager, Office of the Deputy Mayor for Public Safety and Justice, she managed over a $2 million “new sale” budget for victim of crime accounts annually and cleaned up back-log of victim compensation claims of $50 million converted to victim assistance services dollars. In addition to creating the Office of Victim Services through an Executive Order in 2004 for Mayor Anthony Williams.
Jon Zajdel
General Manager
Jon Zajdel serves as the General Manager for Vital Services Contractors (VSC). He is responsible for the overall management of the firm’s day-to-day business activities and operations, including Marketing, Field Service, Call Center, and Information Technology functions. Jon manages a $250m book-of-business for the District of Columbia Office of Lottery and Gaming Central System and Related Services (a subcontractor to Intralot, Inc.). With over 14 years in the lottery gaming industry, Jon is also responsible for Profit and Loss budget management and helped manage the successful launch of the Lottery’s Sports Betting application, GambetDC.
Jon’s most recent role was as Operations Manager, where he was responsible for Gaming Systems and Operations oversight for five state projects, servicing over 7,600 traditional retail agent locations and over 6,900 Coin Operated Amusement Machine (COAM) locations with 41,000 physical machines. Jon has completed lottery conversions in several states, including New Mexico, Vermont, New Hampshire, Louisiana, and the launch of the Arkansas lottery, a first for the state.
Quincy Bland
Operations Manager, Warehouse and Field Services
Quincy Bland is an accomplished Sr. Operations Manager with over two decades of experience in logistics, E-commerce, and warehouse management across notable companies, including Veho, Amazon, and the Smithsonian Institution. Based in Washington, D.C., Quincy joined VSC in December 2023 as the Sr. Operations Manager for Field Service and Warehouse, where he continues to lead operational efficiency initiatives. He is responsible for overseeing Regional Field Service operations, multi-facility logistics, and cross-functional team collaboration.
His expertise in Warehouse and Inventory Management Systems (WMS and IMS) has driven significant process improvements, contributing to customer satisfaction and market expansion. Throughout his career, Quincy has excelled in building high-performing teams, enforcing OSHA compliance, and implementing Lean methodologies to optimize performance. He holds a bachelor’s degree in business administration from Old Dominion University and possesses a proven track record of managing high-volume operations with a strategic focus on KPIs and data-driven decision-making.
Carol Haynie
Controller
Carol Haynie is a Senior level financial executive with 20 years of proven expertise in Business Process Improvement & Documentation, Financial Reporting, Due Diligence, M&A Integration and FP&A. Experience with finance organizations for various size entities, including public and private companies.
Kelly Allen
Senior Technical Delivery Manager
Kelly Allen is a Project Management Certified Professional with over 16 years of IT management experience supporting both the private & public sectors. Kelly has experience reporting on $900 million-dollar IT program budgets, Risk Management and Analysis, and incorporating the Technology Business Management (TBM) model, promoting alignment between Information Technology (IT), Finance, and Business Unit leaders and categorizing and reporting IT costs and other metrics.
Damian Mouton
Retail Marketing Manager
Damian is a proven project manager with over sixteen years of experience in marketing, commercial and residential facilities' management, and operations management. He brings strong analytical and organizational skills and comprehensive working knowledge of all codes and regulations.
In addition to strong productive oral and written communication skills, excellent interpersonal skills, and computer literacy, he brings broad experience in word processing, identifying, analyzing, and resolving complete problems associated with general facilities and operation support services implementation.
Katie Ju
Marketing Manager
Katie Ju is a dedicated Marketing Manager based in the DMV area, with over 14 years of diverse experience in the marketing field. Known for her resourceful leadership style, Katie has a proven track record of driving company growth through innovative and strategic marketing campaigns. With a sharp focus on analyzing market trends and understanding customer needs, she has developed targeted initiatives that enhance brand recognition and boost revenue. Currently serving as a Marketing Manager at VSC since 2015, Katie has successfully designed and managed a variety of marketing materials, including brochures, user guides, and advertisements. Her extensive experience encompasses web-based campaign management, social media oversight, and user interface design, all while utilizing her bilingual capabilities to provide effective training and technical support.
